Struggle of Empires recreates the various wars fought between the European powers as they attempted to become the dominant force in Europe and the rest of the world during the eighteenth century. Build armies and fleets, make alliances, establish colonies, improve your economic might and ultimately wage war to expand your empire. Be careful, though, as a profligate country can end up being consumed by revolution!

The game is divided into 3 wars. Each war consists of a number of phases, with the key phase being the action phase. The Action phase lasts from 5 to 6 rounds, depending upon the number of players. In each round each player will perform two actions.

Players attempt to form strong alliances to improve their position in the game, while attempting to force stronger opponents into weak alliances. During their action phase players may only perform two actions, from a possible array of 6 different actions. There is never enough time available to do everything you wish. Expansion must be paid for with gold, which is always running short, and the threat of national unrest constantly looms.
